It looks like this problem has been fixed in the new build version #424 for Vegas Pro 16.
My testing is showing it works correctly now.

Bug Fix states:
The Color Curves OFX plug-in is properly applied during project playback or render
&
An animation problem with the Color Curves plug-in has been resolved

Download from here if auto-update inside of Vegas does not work.
