Derek,
I guess I'm ready to upgrade my Vegas Pro. I am currently using Vegas Pro 14, build 270 . Basically the only reason for me to upgrade is for the capability to edit and render 360 video (I am considering purchasing an Insta360 One X camera). The only upgrade offers to version 16 I have found are for $249.00. Is that the best you know of at this time? Or should I wait until version 17 comes out, whenever that will be ?

Vegas Pro 16 Edit is only $199 - Vegas Pro 16 without DVD Architect.
The VP16 Edit is the same version of Vegas Pro that comes with Vegas Pro 16.

Is VEGAS Pro Edit 16 then pretty much the upgrade to my VEGAS Pro 14? I've never had any luck trying to create DVD's so I don't think I really need the DVD Architect but I also don't want to miss out on any of the other add on's

If you want the add-ons, you will need to upgrade to Vegas Pro 16 or Vegas Pro 16 Suite.

When Vegas Pro 15 was released, I only upgraded to Vegas Pro 15 Edit, because I already owned most of the add-ons that came with VP15 and VP15 Suite.
However, this time around I upgraded to Vegas Pro 16 Suite, because the included add-ons are excellent value.
Only you can decide what is right for you.
