I'm kinda new to editing and i have my first problem
Here's my video after i render it from Sony Vegas.
Do you see how Squary it is ?

Btw,my monitor res is 1280 x 1024

Which program and exact version are you using ?
What is the Frame Size of your video ? Is it 1280 x 1024 also ?
Can you please take a screen shot of your Project Properties window and upload it here.

I'm using Sony Vegas Pro 13
The rendring frame size is 1920 x 1080

I have just published a new tutorial about how to render video with Vegas Pro. I recommend you watch this video and also read all of the article. It has a lot of information that applies to your situation.
How to Render 50p & 60p Video using Sony Vegas Pro
You have some conflicting information in your screen shots.
Your Project Properties are set to 23.976 fps Frame Rate, but you are rendering to 60 fps.
In my tutorial I show how to find out which exact frame rate your screen captured video is using - this is very important to find out and use all the way through your project. I also recommend that you set your Project Properties to 1280x720 - this is closer match to your video.
