Q: Why is Sony Movie Studio Platinum 13 not booting up properly in Windows 8/8.1 ?
Answer: There are two reasons that I know of at the moment. There was a problem with one of the third party plugins that comes with Sony Movie Studio Suite 13, which was causing Movie Studio Platinum 13 to crash and not load up properly. The other problem is caused by DirectX plugins.
Some Windows 7 users may also be affected, but it appears to mainly affect Windows 8/8.1.
The specific plugin is the New Blue Fx Titler EX and Video Fx package, which is one of the bonus features that comes with Movie Studio Suite 13. If the program is getting stuck loading DirectX, go straight to the bottom of this article.
There may also be a further complication to this problem, if you already have an older version of the New Blue Titler EX installed on the same machine. Windows 7, 8 and 8.1 users all seem to be susceptable to this conflict.
The problem installation file is called this:
NewBlueSonyVegasMSPPS13Setup14-140115.exe
Please note that this problem was only present in the first build version of the program. It has now been fixed. If you have just bought the download version for Movie Studio Suite 13, direct through Sony Creative Software, this problem has been fixed. If however you have purchased a boxed version of the Suite through a retail store, it may be from the original print run and contain the bug.
Solution For New Blue FX Problem
Fortunately a solution has already been released in the form of a software update for the New Blue Titler EX and Video Fx program file.
The new file is now called:
NewBlueSonyVegasMSPPS13Setup14-140117.exe

Please note that you must have a Serial number to activate this plugin.
If you already own a copy of Sony Vegas Movie Studio HD Platinum 11 Suite or Sony Movie Studio Platinum 12 , and also have the New Blue Titler EX installed, then I suggest you un-install your older version before attempting to install the newer version. Having two different build versions of the New Blue Titler EX installed on the same machine, creates a conflict. So that is why you need to un-install the older version first.
Now you can install the new NewBlueSonyVegasMSPPS13Setup14-140117.exe version and Move Studio Platinum 13 will boot up properly.
Solution for DirectX Problem
Try bypassing the checking for DirectX, by doing these steps.
Step #1. Right-click on the Movie Studio launch icon.
Step #2. Select Properties, then the Shortcut tab.
Step #3. Add the following command outside of the quotes in the Target field: /NODXGROVEL
Step #4. Select 'Apply' > 'OK'
