Is it possible to create a video"file" with metadata, playable with a computer mediaplayer, that allows you to navigate to "chapters" like on an authored DVD or Bluray disc?

I am very sorry about the delay in getting your message approved.
I don't understand what happened, but somehow I missed this message when you posted on 2nd March 2017.

There is no way I know of, to do what you are asking.
