I would like to apply two plugins / video effects to the same event / clip. Specifically, I want to make each of two eyes in one face have its own simultaneous swirl. So I need to apply two swirl FX simultaneously on the same clip / event. Thanks!

One way is to duplicate the clip on a track above the other. Use cookie cutter to cut out the left half on one and cookie cutter on the other to cut out the right. Then apply your fx to each adjusting as necessary. I'm assuming you can move the swirl centre around but not having used it I don't know.

PS: I've just checked and you can move the centre.

Actually you only need to use cookie cutter on the top clip. The other half of the bottom clip will show through.

I don't have a video of a face but here's two separate swirls using leaves.
