I have Movie Studio Platinum 12 and want to know if MSP13 is worth the upgrade and if so how much would it cost.

I think most Movie Studio Platinum 12 users will probably stick with V12 for now - it is not a significant jump to V13.
However, the BIGGEST plus V13 has, is that it can now create Proxy Video Files for you. So if you have a lot of problems with lag in the Preview Window, then upgrading to V13 will be a big bonus for you.
If you do decide to upgrade, then go all out and buy the Suite 13 version. This is the best collection of programs ever released in this price bracket.
You can buy direct through Sony using the Banner Ad link on the right side. Go to Purchase - Upgrades - then Upgrade to Movie Studio 13 Suite or Upgrade to Movie Studio 13 Platinum.
