Have you reset MS13? Re-installing will not solve any problems that may be present in the cache from previous installs.
From your desktop icon, while holding down Shift+Ctrl, double click on your MS13 icon to start the program. From the option window presented place a check in the option "Delete all cached application data", this is very important. Then click on 'Yes'.
This will remove all the application cached data that has built up over time and may be confusing your MS13 setup. Doing this reset will flush out any confusing and conflicting application cache data and set your MS13 back to installation defaults. You should then be able to see and access windows within MS13 as you did when you initially installed it.
NOTE: The program reset as described above will only work from a desktop icon.
