The technique taught in this tutorial can be adapted to do what you are asking.

If you simply want to place a "drawn circle" around someones's face, you need to make a circle in something like Photoshop and save onto a transparent background using a .png file. Then import the .png file and place on a video track above your main video track.

I have attached an example red circle you can download an use.
Right-click and select Save Image As
Use the Track Motion tool to re-size and re-position.

ℹī¸ Remember to turn everything off at least once a week, including your brain, then sit somewhere quiet and just chill out.

Another way which I find easier is to copy the clip to a track above and apply Cookie Cutter FX. Use a circle and size and position as required. Temporarily muting the lower image track helps with this. Then still in Cookie Cutter FX select border to your required size and feather if required.

There is also the added advantage that you can add another FX to the clip copy to lighten or darken so the circled face stands out.
