Solved How to cartoonize a video

Hello,
I use Platinum 12.0 and I was wondering how i could cartoonize a video with this program.
or is there any other program i could use for such a project?

i've just found the way i want my cartoonized project to look like.
so here is a video and you'll see it at 00:00.
i think it's not exactly a video cartoonized. the room is probably a video cartoonized, but the cat and the girl are not cartoonized. i think it's more like someone has tried to paint the girl in cartoon style. it's not the exact cartoon of herself, right? i'm not sure... i'll wait for your answer to make it clear.

could you please take a look at it, so that i could make sure that the program i'm gonna buy can do this style of cartoon??

I cannot help you with any more information.
NewBlueFx CartoonR is the only cartoon effect I know about. You can download a free trial from NewBlueFX to test it out.
The video you linked to shows an animation which has nothing to do with adding an effect to a video.
