How can I record a metronome click track in the timeline?

Vegas Pro has an inbuilt Metronome which you can turn on while editing.
You can turn it on/off in the Options menu.

Go to Project Properties / Ruler, to change the Beats per minute, which will also affect the Metronome sound.

As far as I am aware, you can not internally record this sound, as it is only meant to be an "outside" tool that is not recorded with the project.

The only way I know of to record this sound, would be to do a live recording to an Audio Track, using an External Microphone recording what your Speakers are playing. I have an old tutorial that explains how to record audio to the timeline.

Remember to turn the Metronome off afterwards.
