Hi

Firstly, I have just moved your post into the correct section on the forum - Sony Movie Studio Platinum.
When you buy the upgrade, it is a full working version of Movie Studio Platinum 13. It does not touch or change Movie Studio Platinum 12 at all.
Once you get it to install properly, you will have both versions on your computer and be able to use both.

The first thing I would do, is a full program reset of Movie Studio Platinum 12. This may clear any corrupted cookies in the Movie Studio Cache.
Do this:
Turn Movie Studio/Vegas Off.
Hold down CONTROL and SHIFT keys at the same time AND ALSO AT THE SAME TIME double click program icon to Boot program.
Window will pop up.
Select Delete Cache and Yes.
This will restore program to Factory Default Settings.

Now try and re-install Version 13.
However this time, install it as the Administrator.
Right-click the moviestudiope13.0.879_64-bit.exe program and select Run As Administrator.
See what happens.

If this fails also, the next thing I would do is un-install Movie Studio Platinum 12 first and then try installing Movie Studio Platinum 13.
Go to Windows Control Panel - Programs and Features
Sort it by Publisher and check very carefully for all Sony programs to make sure V13 is not already there - if it is, un-install V13 and V12.
Now try to install Movie Studio Platinum 13 again.
If it installs correctly, then you can re-install Version 12 if you like.

Let me know how you go.
If none of the above works, then I have another more advanced thing you can try. You will need to delete all Sony Windows Registry entries, because this is where the problem is hiding.
It is times like these, where a program like System Mechanic can help to clean file fragments.

Regards
Derek.

I just remembered something else that is very important !

If your older version was specifically Movie Studio Platinum 12 Suite and you have the New Blue Titler EX installed, you will have to un-install this plugin before you can do anything.
Installing the newer version of New Blue Titler EX for Movie Studio Suite 13, can cause a conflict.
Please read this FAQ article if this is your situation.

Which version of Windows are you using ?
What are the specifications for your computer ?
CPU Model ? RAM ? Graphics Card ?

If you did a clean install of Windows, have you let Windows Update install all updates ?

Do you have Apple Quicktime for Windows installed ? This is a prerequisite for Movie Studio to work properly.

Have you installed anything like K-Lite Codec Pack - this is a big no no, if you have.

OK So it's working now.
If you have any further problems, you should go directly to the Vegas Movie Studio Forum at Sony Creative Software .
I am on Windows 7, so I am not familiar with any Windows 8 issues.
The first update for Movie Studio Platinum 13 was just released a few days ago, so make sure you have Build 932 installed.
You need to monitor your computer closely every time you install another program. More than likely, another program is caused a conflict with Movie Studio. When you re-install Windows, after installing all updates and drivers, you should install your Sony software first. Then slowly re-install the programs you actually need and use. As you install each program, keep checking Movie Studio. If it suddenly stops working, then you will know which program is causing a conflict. A good example of this is Go Pro Studio from Go Pro. It has caused a problem for many Windows 8 users. A fix has been released.
