Solved Fail to load project past 44 percent after reinstall of NewBlue Titler
Following reinstall New Blue Titler, Vegas Pro 21 will load a project ONLY to 44%, why not 100% This means my Vegas Pro 21 will not work at all.

Which version of NewBlue Titler are you using ?
Is it NewBlue Titler Pro or one of those really old basic versions of NB Titler ?
If your computer uses an AMD Graphics Card, that may also be the cause of this problem.
There was a bug in build version #314 that only affected AMD GPU owners.
An updated patch was released, build #315, that fixes this problem.
Download this latest build version #315 from this official link and install update.

Have you tried a full program reset ?
Sometimes after installing a 3rd party FX package, like a NewBlueFX product, you will need to clear the VEGAS cache, so that it can do a fresh re-scan for any FX installed on your computer.

After installing update and performing the reset, I also recommend turning OFF this setting in the VEGAS Pro preferences.
Go to Options / Preferences / General
Turn off Automatically open last project on startup
If none of the above fixes the problem, let me know which CPU and GPU your computer uses.

Which version of NewBlue Titler are you using ?
Is it NewBlue Titler Pro or one of those really old basic versions of NB Titler ?

I had uninstalled New Blue Total FX360, hoping to help. Opened apps in Control Panel last evening and the same New Blue appeared to be still there. I started the uninstall procedure and message said already uninstalled then disappeared. Opened Vegas Pro 21 and the same project, it continued past 44% to 100%. "Warning error ... plug-in not installed, New Blue Titler 2.0. Older installation, long gone, I thought. But the preview screen is still missing. Also missing Project Media, Video FX, Transitions, Media Generator, Project Notes. Found Preview Screen in View, Window, Video Preview - tiny box that I stretched but is missing sections at the bottom and the Master volume at right. Over the last days I have uninstalled New Blue, and re0installed. not good, so un-installed again and uninstalled Vegas Pro 21 and re0-installed with above faults. I deselected Automatically open last project on startup as you advised. I presume I should uninstall Vegas Pro 21 yet again. But then what next I wonder? I'm not a tech expert, far from it. I really appreciated your guidance Derek. What next?

There is no way to write less words for this reply - I tried and this is my best version.
To follow will be an epic forum reply. I am going to copy most of my reply and turn it into some Help Articles/Tutorials for the website, because I have answered this type of problem before for many VEGAS users. Unfortunately, this is one of those annoying problems that does not have a quick and easy solution. It may feel overwhelming, but if you follow my steps one at a time, you'll get there safely. What has happened to yourself, is the same thing that happened to me a few years ago - I almost lost my mind and ended up reinstalling Windows and all my programs. Since it happened to me, I discovered REVO Uninstaller, which should make things easier to fix.
What possibly caused this?
1. If you had an older NewBlueFX version of Titler Pro installed before you upgraded to New Blue Total FX360, that is most likely the cause of one or all of your problems.
2. There is also another "free" NewBlue product called Live2Post which came with some older versions of VEGAS like VEGAS Pro 20. This is a super dumbed down version of Titler Pro, that will actually overwrite the professional version of Titler Pro, if already on your computer. Never install Live2Post if you see it in the VEGAS Pro installer app!
3. VEGAS Pro desktop windows not displaying correctly, sounds like a Graphics Card driver problem and/or some other Microsoft program that VEGAS uses to make the program work OR it could all go back to this stupid Titler Pro problem.
How to fix?
1. Do a deep clean removal of all NewBlueFX files and VEGAS Pro files.
2. Update your Nvidia GPU drivers.
3. Worst case scenario: Reinstall Windows (hopefully it won't come to that).
Potential problems to deal with after everything is deep cleaned and reinstalled
When you do a deep removal of programs, it normally will delete License Key Activation data from the Windows Registry.
After you reinstall VEGAS Pro 21, it may report you have no activations left. VEGAS Pro 21 allows for 2x license key activations, so you can have it installed on two different computers.
If this happens, you can login to your MAGIX account and deactivate all activations, so you can reactivate on your computer - ley me know if you need help with this.
The same thing may happen with your NewBlue Total FX 360 - login to your NewBlue account and deactivate license, so it can be reused.
Install Revo Uninstaller Pro
Before you start, stop using Windows to un-install programs.
From this point forward, you are going to use a program called Revo Uninstaller Pro, to do deep removal of affected programs.
Normally I tell people that the free version of Revo Uninstaller will do a good job, however, during my testing of removing all NewBlueFX, I discovered that the Pro version was needed to find lost Registry Files belonging to NewBlue. You should be able to use the 30 day free trial for REVO Uninstaller Pro - if you can't do what I am showing you, buy the program. It is on Sale for 60% off right now and very inexpensive to buy. Remember to de-select Auto-Renewal if you buy it!
Download from this link and install Revo Uninstaller Pro.

Steps to fix problem...
1a. Create a Restore Point for your computer
I have found that 99% of the time, this step is unnecessary, however it is an insurance policy against making a bad mistake while we do a deep removal of affected programs.
Creating a Restore Point will mean you can un-do what you are about to do, if something bad happens.
Type "create a restore point" in the Windows Search box.
Select Create a Restore Point from results to open application.
Find your C-Drive and select it.
Select Create.
Give your restore point a name that makes sense to you.
Select Create.
Close window.
1b. Backup Titler Pro Resources files
Your computer maybe different to mine, depending on which older versions of Titler Pro you may have installed in the past.
There is a folder that contains content that older versions of Titler may have used in some of your older saved VEGAS projects.
Just in case this is important, I recommend backing up this folder into your Documents folder.
See if this folder is on your computer:
C:\Program Files\NewBlueFX\Titler Content
2. Use Revo to uninstall all NewBlue programs and VEGAS Pro 21 from your computer
Fixing NewBlue programs first
Open Revo Uninstaller Pro
Tips:
1. You can change the View settings for finding installed programs, by going to More Commands (top left) / View / Details, List or Icons
2. The default Details view creates 2 lists: New Programs and Other Programs - you may have to check above and below to find everything belonging to VEGAS and NewBlue.
Press Company header to sort by company
Scroll down to find any programs made by NewBlue
If you see more than one NewBlue program installed, please take a note of what that is and let me know with a reply on the forum.
Now you are going to uninstall all NewBlue programs using Revo.
Start with Total FX 360
If there is anything else, uninstall that next
Right-click and select Uninstall
Because we have already created a System Restore Point, it's OK to deselect all options in this window and press Continue.
Which ever program you are uninstalling, will now open it's official uninstaller - proceed with uninstall and finish.
Now REVO will scan for leftover files in the Windows Registry, so they can be completely removed.
Press Select All, then the Delete button, and finally Next.
If there are further files found, a new window will open.
Select All files again, Delete them, then press Finish if it does not automatically end process.
Repeat this entire process for each NewBlue program in the master list, if there is anything else installed on your computer.
Searching for lost fragments of NewBlue programs with Revo Pro
I am hoping this next step will find all the garbage files that are probably causing the BIG mess in VEGAS Pro !!!
Select Forced Uninstall (top left)
Type NewBlue into Program's exact name, then press Next.
If anything is found, Select All, press Delete, then Next.
A new window should then appear, showing Leftover Files and Folders.
If anything is found, Select All, press Delete, then Next.
Hopefully all of this work has now removed all fragments of NewBlue programs on your computer!
At this stage, I would recommend rebooting your computer.
Now it should be OK to reinstall NewBlue Total FX 360.
Don't be tempted to open VEGAS Pro 21 just yet !!!
Fixing VEGAS Pro 21
VEGAS Pro 21 has 3 components: VEGAS Pro, Mocha VEGAS and Deep Learning Models.
This can get a bit complicated, so I recommend you do this.
Close REVO Uninstaller Pro
Open the normal Windows Programs list, and use Windows to uninstall Mocha VEGAS and Deep Learning Models
Now re-open REVO Uninstaller Pro.
Find VEGAS Pro 21 and uninstall it using REVO.
Repeat all the same steps I showed you for removing NewBlue with REVO.
Once VP21 has been completely removed, re-boot your computer again.
Reinstalling VEGAS Pro 21
If you own VEGAS Pro Edit 21, download the installer from this link and run it. Install programs.

Go to this webpage and download latest drviers for your GTX 1660 Ti

I don't know which version of Windows you are using. Fill out the options as I have shown, but make sure to select the version of Windows you use.
I also recommend selecting Studio Driver if you don't play video games on your computer.
Download Drivers.
Before you install, go to this older forum post of mine and scroll down to Section #4, where the Nvidia screen shots begin.

Make sure to do a Custom and Clean install of the Drivers.
I also recommend only installing the Drivers and not worrying about GeForce Experience - screen shots in the forum post I have linked for you, will show what to do.
Time for Testing
Now you have done all the hard work, it is time to test VEGAS Pro 21.
DO NOT try and open an old saved project as your first test.
Just open VEGAS Pro and do a quick sample project.
Try adding Titler Pro from Media Generators onto the timeline, to make sure it is back to normal.
PRO TIP! The first time you open VEGAS Pro and try to add Titler Pro to the timeline, it may freeze and crash - this is normal !
Just close VEGAS, re-open and add Titler Pro to the timeline again. This time is should load 100% OK.
Once you know it is OK, then you can try to re-open an old project file.
I am praying that everything now is back to normal.
If nothing has changed and it's a giant mess, you will have to reinstall Windows to create a clean slate and remove corrupt files.
